The CNET Bandwidth Meter speed test will check the bandwidth of your Internet connection against top DSL, cable modem, and other broadband services. The bandwidth test is as easy as 1, 2, 3."

What this test does
When you click Go, a file is downloaded from our servers that will calculate your bandwidth speed from the CNET Internet Services site. Your bandwidth speed may be affected by the following factors: being located outside of the United States, performing other downloads and this test simultaneously, or executing programs that use your bandwidth to monitor other resources. The CNET Bandwidth Meter speed test does not currently list Internet access services outside of the United States. Therefore, area codes are optional for international users.

http://www.speedtest.net/
That is the best (and coolest) speed test site I have found.
It lets you check your best speed from servers all over the would and a bunch in the US, so you will find your best speed.
Remember though, your speed will never be as good as what your ISP provider claims to sell you.
I am supposed to have like 15mbps and right now I am only getting 4. My highest ever was 10.5 in the middle of the night with not many other people on.

Just hold the cursor over the Internet connection, the two little television screen lookalikes at the bottom of your screen, it should tell you the exact speed, bytes sent, and bytes received.

There are many websites you can use to test your internet speed. One common one is http://www.dslreports.com/speedtest . This website is free. You can choose a location close to you to get the best result or one across the counrty to get a more balanced speed. I hope this answers your question.
