The limiting reactant is the reactant that will "limit" the amount of products. It does this because the limiting reactant will get ALL used up by the reaction.
When it does get used up, the reaction stops because it cannot proceed anymore because it is now missing one of the reactants.
What I think you mean, is when a question asks to determine the max amount of products that can be obtained from a reaction. To answer this, you first need to determine which of the reactants is the limiting reactant. With this limiting reactant and its amount along with the balanced equation, you can then determine the max amount of products.

The limiting reactant is the reactant the produces the least amount of product?...
This is because, once the limiting reactant is used to form the product, the reaction essential stops, and you have no more reactant to make any more product
