It's not impossible, but the ease of getting one depends pretty much on your nationality, and Iran's relations with that government on any given day, which changes quite regularly. Irish passport holders would have things easier than Americans or British citizens. British relations with Iran have never been that good of late, and independant travellers would have a hard time getting a visa compared to if you were on a pre-booked package trip with a hotel already arranged. Best advice is to contact the Iranian Embassy in London and see what the current situation is.

Don't know about Iran but I can tell you that presently I am planning to visit Uzbekistan and they are making it so hard. I think a Visa for Mars would have been much easier to get.
