ZenCart is a free PHP / MySQL based storefront that is widely supported and often installed by your ISP.

HTML is versatile. PHP is a little more difficult, and not everyone's browser might support it.

Perhaps you should start off with HTML and CSS. Then, as you have your site up, experiment on a spare account with PHP.

Using good old MS notepad is good. Or, you can use something like at download.com: PHP Designer 2005.
It has a lot of features for beginners, or even people who just forgot a tag.

But yes... learning basic markup language and studying other sucessful sites will pay off in the end.
You can always purchase a layout from graphic sites if you need to.

To make a layout... I use PSP8. The newest version is PSP10. Some people use adobe. Either one is fine, though Adobe photoshop is expensive and might not be good for just a tiny new business.
