so you know that a window is there now and like they do when hurricane are about to come a shore it kind of protects the glass from shattering if hit by something

Actually, the X made of tape is placed on the windows before they are put in. They are put there so the workers know that there is glass in the frame, and it is not just an empty frame. After the windows are installed, it takes some time for the workers to get around to removing the tape.
