For obvious reason, they may get married here and not return or they may get employment under the table and not return. If you can prove to the US Embassy that you have valid real estate and businesses in PI then they may consider. The easiest for a single woman to come here is in the category of fiance visa or marry a citizen. Other easier or good chances are if you belong to religous ministries

The surest and fastest way is for her to submit proof to the US Embassy that she has at least US$500,000 to invest into the U.S. It has to be her money (or her non-American spouse's) and she must engage in investing this money and employing American residents within a short time upon arrival in the US. It is called an investor's visa.
Otherwise, the chances are pretty slim. You could try the old "get married to a US citizen" route but that route is not guaranteed, for certain.

Yes, it is very difficult to obtain tourist visa's to the U.S. You can get the paperwork at the U.S. embassy, but don't count on getting approved. After the World Trade Center attack tourist visas are very hard to come by.
