It's not up to Bush. All he could do was present that amendment that was soundly defeated, not once, but twice. For now, it's up to the states. All signs point to the question eventually reaching the USSC, mostly because of the Full Faith and Credit clause of the Constitution, which will include a challenge to the national DOMA.
But to address the meat of your question, yes, gay marriage should be allowed in my opinion.

The president does not write the laws.
I am a firm believer in limited government thus I believe congress should not interfere in the basic right of the pursuit of happiness. I suggest any such law limiting marriage, based solely on religious beliefs also violates the courts obligation to uphold the separation of church and state. This obligation is set on precedence.
Other than religious reasoning there is NO argument to prevent Gays from marriage.

explain to me how an overwhelming majority of ballot initiatives though out the country have shown the people dont want it yet you ask if BUSH should allow it? You are either saying he is the one not allowing it or you are saying he should go against what the people want so by both those logic's you are not following the constitution....

The federal government hasn't the power -- absent constitutional amendment -- to "ban" gay marriage. It may only continue to refuse it recognition for tax and benefit purposes, as it does now.
Personal status -- including marriage and divorce -- are matters of state law.
