The temp gauge will steadily go up and then come back down, eventually topping out. I have a new thermostat, and a new radiator... so what could be the problem?

You may need to bleed the air out of the system. If the thermostat was replaced there is a possibility that air got trapped in there.
There are usually bleed screws in certain areas to help remove any trapped air. Look near the thermostat housing and see if there is a little bleed screw. Loosen it and see if fluid comes out. If not just wait. Nothing might seem to be coming out but if your not seeing fluid then air is bleeding out. Just leave it loose till you see nothing but fluid coming out.
If you don't have a bleed screw. Open the radiator cap and start your car. Have plenty of antifreeze and water available. As the car warms up you'll see the water level fluctuate. And even start to over flow. When the over flowing stops and you see the fluid level drop,add more antifreeze and water till the fluid starts to circulate like normal and then put the cap back on when it's full. These are the only 2 ways to bleed the system. Some mechanics have a special tool they hook up to the radiator and hook up air to it and it's supposed to aid in getting air out when the other methods don't work.
Make sure your heat is on when doing this. It will be a little time consuming but I think this is your problem.
