1. It could be mental like bipolarism(is that right??), or some other disorder.
2. It could be ''that time''. And I'm not talking about a womans period. I mean mid-life crisis, or menopause. I know what menooause can do! I know it's a ***** to cope with.
3. Or it could be someone just trying to see how far they can go, what they can get away with, and what they can't. What buttons they can push, when to push them, and when to back off. People have the weirdest ways of testing others. I know of this one guy, who would lie about things that actually happened. He would exaggerate, and he would do it in front of people who were there when it happened, or did it, or whatever. He wanted to see how far he could get.
4. It could also be a way of appoligizing. Someone will complain about something, not thinking that it might hurt anothers feelings, then make a compliment to appologize for hurting someone.
There's so many more reasons why someone would do stupid things like this. But without porper education, I couldn't tell you anything other then what I aleady have. I hope I've been at least a little help!

Human nature. It's easier to complain because there are so many things in life we feel like complaining about. But there's few things you can compliment about......to me though. I don't know about everyone else.
For example, right now I could complain about how my parents are unfair, how I need to fix my hair, how I need to finish my homework, etc. But at the same time, I can't find anything I'd like to compliment on.

It's easier to complain because complaints hold bitter truth while compliments sometimes have to be thought for a bit.
