You can do this if your graphics card has a 'TV out' port, this is usually an s-video port, you can then buy a lead to connect from the s-video port and your sound card to a SCART port on your TV.
Or if you have a new flat screen TV it might accept a connection directly from the gfx card if it has a computer monitor style port on the back, but those are still pretty rare at the moment.

The first answer is misleading. A lot of TV Tuner cards only allow a signal into the computer but no output into a TV.
What you need is a graphics card with TV output. The ATI Radeon 9200 with TV outputs works well. I have this card in a PC which I am using as a media centre for music,videos and games.
Some cards have composite(RCA) outputs, some have S-Video outputs and some such as the one I have comes with both.
When buying a card make sure it has an output the same as yout TV will allow, in most cases this will be composite.
Most TV's have 3 of these connections, red, yellow and white. the yellow one being the video in connector, the others are for audio.
You will need a cable to bridge the air gap and these can be bought at most electrical stores for a small price.

I do not suggest yu get a "bargain brand" capture card.

Go there, pick one out. Once you get one, you put it in your computer, and hook your TV too it via coxal cable, and other common various cables. But if you want good quality, you need to spend at least $40 or more on a TV tuner.
