This is called a veto. The president can do so if he/she believes a bill is immoral, illegitament, or anything other that would conflict with the belief of the president. But, a presidential veto can be overridden by a 2/5 vote of the Congress which then overrides the veto and then the said bill goes into effect as a law. This is a prime example of our government's system of checks and balances.
