If you want to have a male plant, after it gets about 2 feet, pick the top. Then it will become male.

Most weeds are self fertile. They have both male and female parts to reproduce seed.
As far as the photo, it means nothing. You would need to know its kind or species to absolutely make a firm judgement to your question.
