Put the teacher on the spot and ask him why he thinks you are not putting forth your full effort. (Have a notebook ready and write down his answers, that always makes people squirm). Tell him you want specific examples and you want specific answers on how you can rectify this problem.

I am a teacher, and many times I have tried to encourage my most motivated students by being tougher on grading their work than I might be on others'. But there is a fine line between using grades to encourage and frustrating someone who is truly doing their best.
The best way is to communicate. Take a piece of work you feel was your best effort and speak with him about it, and be sure to explain your feelings to him. Try to discover exactly what he wants yuu to do. Try not to be defensive or angry. He is probably on your side and only wants the best for you. Approach it that way and you should be able to come to an understanding.
