Recently my sister has been feeding popcorn to her chinchilla. Even though it's unsalted and has no butter, is it alright to feed to him?

No because pop corn still has sugar and other preservatives in it. If you feed a chinchilla food like these they can become diebetic and that is very hard to controll the amount of sugar and exercise it has. Chinchillas ae very vunerable to dietbetes! I tend to fedd mine pumpkin seed or unslted nuts!

No popcorn is not good for chinchilla's most corn products aren't.
But once in a blue moon as a treat and nut the hull part isn't a major issue. Chinchillas have a very sensitive digestive system and don't need treats.
