If there is a samuel French bookstore near you, then pop in and ask them for agency resource books. The screen Actors Guild puts out a book that lists all the talent agencies and their specialties (Voice-Overs, Commercials, Theatrical, ect..). You should have a professional demo tape that does not exceed 4 or 5 minutes in length and shows your range of different characters reading "Copy". Most of the time you can contact a local radio station and ask them for "copy". If you tell them it is for a Voice-over demo reel, they will usually give it to you.
There are several schools and Private teachers in Los Angeles and New York, where you can study the art of Voice-Overs. These instructers are listed in Drama-Log and Backstage West.
I will tell you this, the Voice Over world is relatively small and there are not very many agents who specialize in it.

They have lists of legit agents for different areas.
It's a matter of applying to ALL of them who do voice over in your area, and hoping one of them takes you.
