There are websites that will tell you the owner and location of a cell phone - but not free ones. The only free reverse phone look up services out there now are only for landlines, not cell phones. If you are in the US go to http://www.searchdetective.net/ and put in the cell number. The city/state of the cell phone owner will be shown, but if you want more info from there, you will have to pay $$$ for it.

I've been getting those a lot, and just ignore them even though they are a pain in the ****, as for the website, how can you put the number in if its unknown?!

Don't think so, but you can stop withheld numbers from contacting you. TPS registration has a website you can do this from.

A mobile phone by definition is not in any fixed place - it could be anywhere.
