It could be because of a trojan or a worm virus program. That is one of the symptoms. You need to follow a few steps to remove the trouble making program
-you will need an virus removal program (antivirus), an spyware removal (antispyware) and your firewall should be turned on
-First you need to get all of them in case you do not have any from the link below.
http://yanswers.blogspot.com/2006/10/essential-free-internet-security.html
-Then you need to update them.
-After that download ccleaner software, it is helpful for cleaning purpose. It helps to remove unnecessary, un needed system generated files.
-Then run the following two menus of ccleaner
(Options > Advanced > Uncheck the box before "Only delete files in windows temp folder older than 48 hours)
cleaner (select all options) > Analyze > Run Cleaner
Issues > Scan For Issues > Fix Selected Issues

-Then Disable System Restore
-Boot In safe mode
-Run full Anti Virus, and AntiSpyware scan. Let the programs Delete any virus files if found. Note down the name of the Virus Exactly as reported by the antivirus program
-Restart Normally
-Connect to Internet
-Do a google search for the name you found
-Copy removal instructions page from the website of your antivirus company. Or from any company if you find a good writeup. Mostly all companies should give similar instructions.
-Follow the instructions to complete the removal process
-Enable system restore after you have cleaned your computer from all virus files.
