Try with the antivirus program that you have on your computer. Usually you can block a site in Parental Control menu.

Use your firewall. If you dont have one, try ZoneAlarm, they have a freeware version.
Alternately, you can edit the HOSTS file. Use the Search function or navigate to C:\Windows\System32\Drivers\e t c and find a file called HOSTS with no extension. Open it in NotePad and add the address of the site, hit the space bar and add this 127.0.0.1 save and close.
Example:
http://www.yahoo.com 127.0.0.1
The 127.0.0.1 is called a loop-back address. Sneaky and effective.
