Is this an automatic or stickshift. My guess automatic. This problem could be any number of things dirty or going bad. I would suggest a gargage with an engine analyzer take the car for a test drive with the analyzer hooked up. They can then look at the fuel trim for the situation and compare that to normal operating.
Ask at a dealer and at a reputible independent garage. The Price for this service can range between $35-$200.. but is basically the same exact equipment, just depends what THEY want to charge you.

Best guesses would be Idle control or maybe Mass Air Flow.

Good Luck

RPM's are supposed to go down a bit when stopped, but I'm assuming that you mean they are even lower than normal. I'd suggest checking the oxygen sensor, and also the mass air flow sensor, if your Nissan has one...I've heard of this exact low RPM problem at idle tied to one or both of these. Assuming that they are OK, there could be a problem with the RPM or fuel delivery controlling chip in your ECM. Testing the fuel pressure might be a good idea also...a gradually failing fuel pump could cause this problem. A trip to the dealer for a diagnostic hookup might be in order. Hope this helped.
