Most reactive element on the periodic table is FLOURINE (F2)
Its the most electronegative element by virtue of which it has a strong tendency to gain one electron an attain an octet electronic configuration.

Least reactive element on the periodic table is Helium (He)
Its a noble gas and a very small atomic radii.
It has a duplet electronic configuration and therefore has no tendency of gaining or losing electrons ,thus doesnot take part in any chemical reaction.

It is difficult to choose between the most reactive non-metal (fluorine) and the most reactive (available) metal, caesium. F accepts electrons very readily, and Cs loses them equally easily.

He, helium, is the most non-reactive element of all since it has the highest first ionisation energy of any element.
