I have windows 98 now. I want to download windows xp. Can I do this online?

Not legally.
And these days, pirated copies of windows are found out.
You can purchase a windows XP os cd at most office stores, walmart, costco, etc, for around $100. Also, as advised by another answerer, check out the specs on your computer to make sure it is capable of running XP, you may have to upgrade first.

No...great...now big brother is watching again...

If you are still running windows 98 at a time when XP is about to be replaced by Vista....man you are way behind the times...nad if you are running a computer that was made for 98, you better do some uprades before you try to load XP...but you still have to buy it...the freeloader days ended with the demise of the BBS's!
