That question will be best answered by taking a trip to the nearest US embassy. I think most situations vary depending on what is going on in the US with regards to rules at that time, they change from time to time.

About 6 months or more, a back rounc check must be done by the embassy first for a visa.

I wouldnt marry her in phillippines. My suggestion to you is bring her here in the states and marry her here. Because if you marry her in phillippines it's going to take longer for her papers to process than of marrying her here. I know because one of my friends married his gf in phillippines and it took them 4 years to get her papers straighten out; If you bring her here and marry her here she can have her papers done in a 6months -yr with that said finishing her naturalization paper, getting her social security card, and finally passport. FYI I got all my stuff done in 3 months but of course in a different circumstances. I was adopted when i was 2 years old and my american parents were smart enough to make sure all my papers were done ahead of time.

You will have to file papers with the INS. research it, I know it takes 9mo.-1yr. if a family adopts a child from a foreign country so it should be about the same. Congratulations and Good Luck!
