sadly yes.... as a matter of fact he just came out from digging out of the garbage not too long ago...

Bad idea. Sooner or later you'll be found out (someone will say something at the wrong time) and that will destroy your dad's trust in you. Be up front. He's a lot more likely to be responsive to a dog that needs a good home than to a stray that might be bringing in who knows what.
