This was about 10 at night,it was dark, so whatever it is it's nocturnal. It had a wing span of about 3-4 feet. I think this thing may have been an owl, what can I do to discourage it. Oh and its the second time this bird has flapped around our heads, it did the same thing to my son and his friends.

My guess would be it hoped to frighten you away or was so concentrating on food it didn't notice you until close? How far away from you were your dogs? You might want to use a heavier leash. Yes, nocturnal birds of prey would be an owl, unless you have those large vampire bats where you live. (I forget the town in Illinois? Where the classic urban legend of the "mothman" was supposedly sighted back in the 1960's? Are there any buildings with gargoyles on them in your neighborhood? If so get a sledgehammer and visit them all in the daytime. And sometimes all large birds will dive on any percieved threat to their nests and young so you may just want to avoid that area and see if you can locate the nest in daytime. Some owls actually burrow into the ground but I think they sound smaller than your sighting?

Most likely an Owl, Great Horned or Barn Owls are the most common. You may be disturbing it from one of it's night roosts and you "flush" it when you walk by, or it could very well have been trying to go after your small dogs. When it flew, could you hear it's wings flapping? If not, it was an owl that are alble to fly silently! Change your walking route to keep your dogs safe.

This sounds like a Great Horned Owl. They nest in winter and it probably has a nest near where you are walking. Its just trying to protect it. I would consider changing my path when walking for the time being. They are very beneficial birds, eating many rats and mice. They are the only predator for skunks, also.
