If you don't wear stockings, its not a dressy occasion just a summer bash. Of course, you wear stockings to any dressy occasion especially in winter from October to May.
I just saw this on the Today show this morning, where the fashion consultant wore peep toe shoes with sandal toe nylons and they were invisible and very appropriate. Bare legs at dressy affairs look like you are a hooker at a ball. Either not able to afford good nylons, or don't bother wearing them so you won't have to bother taking them off later. Be classy and classic. Wear stockings.
I really don't know what genius came up with that rule, maybe he was looking at too many trashy drug store pantyhose, or was a foot fetishist, but for hundreds of years it has been classic for women to wear nylons, and the sheerer the better. Who wants to look at someones dusty painted toes all night. toes are ugly, and I am an ex foot model, and have great feet, but they are an ugly part of the anatomy, best not displayed, and always near the dirty, dusty pavement. Which is one of the reasons I prefer pumps.

Yes, that's what sandal toes are made for, as long as you go for a nude color, and not black or another fashion color. If you get a low enough denier (the measure of how thick the material is) then you won't even be able to tell that you are wearing hose. Charnos, Pretty Polly, and Wolford are all good brands that offer a very sheer hose. You should be able to find at least one of them at a local department store.

Generally, NO ! You should never wear nylons with anything but closed shoes (no sandels, no mules). However, given your situation and the fact that you're wearing black, you could probably pull it off. But why sandels in December?? I live in Calif and I still don't wear sandels this time of year...
