Hmm...my sister has expensive tastes...and has everything in the world. She does have a very wild and vivid imagination. Is your mother sexually active?
If she is, we got my sis a perfect gift this year (as a gag gift).
Items:
String panties
Body Pillow
Sexy sheets-leopard prints
Feather Duster
Trobe Light (Flasher lights like the ones in the clubs)
All of these items were found at Wal-Mart for around $60 to $70 bucks TOTAL.

Maybe get her a small gift certificate at the place she gets her nails done. It can be for $15.00 or something. Even make her a cd for her car with her favorite singers. That might sound cheesy, but I love it when people make me a cd - I think its really thoughtful that they go through the trouble of making a list of songs I would like.

Hmm other than buying her expensive gifts ....I think you should do something special for her (entertainment) e.g writing a poem, song, a little short skit. And show her how much you love and appreciate her. I think this is much worth than anything you buy for her. You should show her that theres something more authentic than all the material stuff that only bring temporary happiness. This is christmas time, its not shopping time.

If we had to give to each and everyone a gift to match their personal taste on expensive or not, we'd lose either way.
IF she's your mom, she should already know your on a budget. It's not your fault she has expensive taste or that she buys expensive gifts. That's not the purpose of giving, is it?
Why not a gift certificate at one of her favorite coffee houses or resturaunts?

Laura, give her a nice picture of you and her together and put a couple bucks out for the frame, she will love it. Her nails and hair can not possibly mean more to her than you....
If she doesn't love it, don't worry, but I thik she will, make sure she looks her best in the picture...good luck.

You say that your mother has expensive taste. But you are on a budget. So you can't satisfy her within your budget. Either you could satisfy her by expanding your budget or displease her within your budget. It's up to you. However you may present her some perfume.

just by her something that is not expensive something that is in your budget line and if she gets mad than shes not a good mother a real mother would love if you got her a pair of socks with a hole in it because it came from the heart
