The inlet and exhaust manifolds are linked with an airway for the exhaust gasses to be re-burned in the engine. Around this port is a gasket. When this gasket fails it presents symptoms as described, and in my (bitter) experience, only fitting a new gasket cures the leak. The part is cheap but the job is fiddley to do right, tightening the fixings can help but remember it's the four fixings holding the two manifolds together that need doing (access is very poor) not the manifold to cylinder head nuts. I did the job myself but am a mechanic, I wouldn't advise a DIY on this one.

If it's whistling, it sounds like a vaccum hose leaking. Unleaded gas causes dry-rot after 10 yrs or so. Look over your hoses under the hood. Listen for the whistle. Get some WD 40 and spray it around until you hear the pitch of the whistle change. Or use your hand to cover areas and try to locate the area where the leak is. Just because the diagnostic computer says the intake gasket is bad, does not mean that is true. Computers are not reliable, they just point you in a general direction. Intake manifold gaskets generally do not whistle. If you want to eliminate this as a suspect just spray your wd 40 around it...while the car is running....and if the whistle goes away and the car idle goes down, then you've found your vaccum leak. Check the EGR too. The vaccum leak is there somewhere....again, probably one of the vaccum lines or the EGR. You can unplug the EGR and put a screw in the vaccum line that goes to it to isolate that part. Good luck. Just do a very good visual inspection and I'm sure you will find the problem.

Need to replace the manifold gasket. Can't seal it up any other way without fudging it up.

Replace the gasket - tighten won't help if it's shot.

Why not let them sort it out. May cost but is definitely the most pain free means of sorting it.
