i have a theory...that it's regulus black. i'm supposing that it's some character mentioned in the books and one that was a deatheater. the only person with the initials r.a.b. in the hp universe fitting that description is none other than regulus black, sirius' younger brother. unlike sirius, who rebelled against his family, regulus stuck to the black family ways and joined voldemort as a deatheater. sirius described regulus as having gotten in over his head and that he was killed by either voldemort or his followers (sorry, been a long time since i read that book...)
anyway, it seems likely that regulus could have regretted his decision to join the deatheaters (perhaps siri influenced it?) also, we know that sirius is a pretty great wizard (he managed the animagi tranformation while still in school), so perhaps regulus has/had the same talent and was able to figure out the secret of voldemort's horcruxes and successfully hide one of them.

RAB revealed?
Following the release of the sixth Harry Potter book, rumors have been abuzz concerning the identity of RAB, the mysterious character who left a note in the cave in the novel's closing chapters. So far, JK has remained relatively tight-lipped on the subject, although she said Regulus Black, Sirius' brother, was a "fine guess" in the MN/TLC interview last summer. Subsequently, (highlight)-->"Arcturus"<-- was suggested by fans as the late Death Eater's middle name after the name of a certain star.

Now, the Portuguese HP translator, Isabel Nunes, has reportedly confirmed this in an interview with a Portuguese fan site. Apparently, before Book 6 hit shelves, she contacted Jo about the character's gender, and was told the full name as well as the gender. Her reason for shedding light on the topic at this point is to "keep awake" the excitement for the seventh book. In the past, Nunes also clarified that Blaise Zabini is a man and Professor Sinistra is a woman.

EDIT: Some readers have written in letting us know that the interview where Nunes said this was conducted last November - you can see it here, page 15. Also, according to commenter Ismara, "A translator doesn't have to sign a contract of confidentiality... Translators can share that type of information as long as it's public. If JKR told her the middle name and the gender, it's public information." Jo hasn't confirmed or denied this - let's hope she doesn't so as to leave room for more conjecture - but take that for what you will!

Regulus Black is the obvious choice since they found the locket in Grimmauld Place in book 5. My first thought was that Kreacher somehow got a hold of it and has it in his "bedroom" (for lack of a better term). BUT here's a possible clincher...There's more characters that could have those initials. I wouldn't be surprised if JKR planted clues just so we'd think it was Regulus. (My second thought was that it was either Borgin or Burke from the shop in Knockturn alley. Burke is actually out, since his first name is Caractus or something like that, but Borgin is still in. If so, it'd be just by incredible coincidence that the locket ended up at Grimmauld Place.)

My friend and I have discussed this (actually it was all her idea). It could be Sirius's brother (I don't remember his first name off the top of my head - was it Reginald, I know it started with an R). And didn't they (Harry, Ron and Hermione) find a locket that no one could open while they were cleaning the Black house in Order of the Phoenix. But where did it go? The book didn't say. We suspect that Kreacher took it.

Um... actually... though that is the most accepted theory, it was never confirmed. JKR is the only one who knows for sure who it is, so stop spreading false rumors. No one knows for sure except her.
