You may have a learning disability or attention deficit disorder. You may be able to get tested through the high school if you let them know you have a problem.
In the meantime, break down each problem into parts, and decide on a little system of rewards. For example, if you have to read a chapter, first time yourself and see how long it takes before you want to flip around. Can you go three minutes? Five minutes? Ten minutes? Once you know how long, decide to stretch it out. Work to add 20% more each time. Time yourself to see if you can make it. Decide on a little reward. Maybe you'll just keep track for three days and give yourself a little gold star in your journal or on your calendar when you can make it a little longer and you reach a new goal. Maybe when you have ten gold stars, you'll treat yourself to a movie or something. Continually try to set new goals. But, seriously, if this doesn't work, ask the high school to get you tested so you can learn what to do.
