Whittling is an old pastime of slicing pieces off the end of a stick with a knife thus making it smaller 'whittling it down'. Thus to whittle down an item of clothing would mean making a smaller version in a child's size rather than an adult's.

Vintage means old-fashioned or a special year. For example there are certain years that make better wine than others so the wines made in that year become known as vintage wines. Certain models of cars are also known as vintage. So when the company describes a garment as vintage with a few modern twists it means that it has taken an old pattern and updated it so that the original details remain but fresh ones have been added to make it more modern.
