Nope. So long as there exists an unobstructed current (air and/or water) circling Antarctica, the world will continue to spin. If you subscribe to the thought of continental drift, it could speed up or slow down or change the axis it rotates on, but, alas... no stoppage, unless all the water was to turn to earthen material and the atmosphere were to disappear.
