Adding sugar can make the beer stronger, and if all you care about is high alcohol beer, add a few pounds of cane sugar to the wort, and maybe an extra pack of yeast. If you want to make beer that is higher alcohol, but still balanced, like a barleywine, you need to use malt extract. Malt extract has all of the unfermentable sugars and flavors that you expect from beer, and will provide you a fuller flavored beer. Make sure you also increase the hops that you add, because hop utilization is reduced as the specific gravity of the wort increases. Check with the yeast manufacturer to figure out the alcohol tolerance of the yeast you are working with. Make sure you add enough yeast to have a healthy fermentation, and if you are using dry yeast, make sure that you rehydrate the yeast to give them a proper start. Overall, depending on the yeast you use, 9-12% alcohol is the maximum you are going to reach. You can ferment apple cider with wine yeast, and with a proper amount of sugar, you might reach 13-15%. However, wine yeast usually cannot ferment maltose and maltotriose, which are present in wort.
