1, go to www.dyndns.com to get your free domain name and get the free dyndns updater.
2, go to http://netserver.hugosoft.net/cms/news.php to get a great server suite.
3 go to www.pagebreeze.com and look for PageBreeze HTML Editor. Free for non comercial use or for a small fee you can use it comercially.
now set up your server, design your website and publish the website to the server.
it is as easy as that.
