Determine where your customers are or will be.
Determine where your raw materials are.
Determine where your labor force will come from.
Determine what locations are available and at what cost.
Locate where the acquisition costs are the lowest, with the lowest transportation costs.
In my area, Sony has a TV manufacturing plant in an industrial site, in the country but near major highways, railroads and an airport. The glass manufacturer, a vendor, has the glass plant in the same industrial park. Efficient for both.

what kind of factory are you thinking about anyway... i guess you can get in touch with your local chamber of commerce and they can advise you much better.
