check the wattage of the bulb vs. the wattage of the ballast.or the ballast or bulb could be going bad.

do you mean flicker like it is starting to light or just that you notice that it seems to flicker when it is on? if it isn't the first, it is caused by alternating current. you can notice this most out of the corner of your eye as opposed to looking right at the bulb. it has to do with florescent bulbs not having a filament like incandescent bulbs,it has a gas.

The ballast heats up during normal use. The constant heating and cooling degrades the ballast material, resistance increases, and you get flickering.

they will flicker until they warm up, but if they continue to flicker, the balast is going bad

CHECK THE ENDS OF THE BULBS IF THEY ARE GETTING BLACK THEY ARE GOING BAD, REPLACE.
