All the longitudes converge on North pole and therefore, it is not practical to have a separate meridian or datum to co-relate with the Prime meridian which passes near Greenwich and from where the times all over the world are determined. However, the time at North pole is determined by UTC( co-ordinated universal time ) which is 9 hrs behind GMT

Funny question! But I think I would have to say: Earth's Magnetic North is in the Queen Elizabeth Islands, North of Quebec...So the North Pole is probably on Eastern Standard Time.

Yes. Theoretically, if you were standing directly on the geographic north pole, that would be the case if you were facing the sun.
