The correct answer is the USA, but of those two choices -- In the near term China, but in the long run, India. China is setting itself up for a demographic implosion, and as some people say, it will become OLD before it becomes RICH.
India's more youthful and faster-growing, and India's population will surpass China's in the future. There will come a time when China stagnates or implodes, while India will still be growing strong.

China.
The reason India was so appealing was that companies could get workers w/ pretty much identical skill sets to Americans' but more cheaply b/c the going wages were lower.
Now that so many Indians have solid jobs b/c of the outsourcing craze it has raised their standard of living and wages demanded has also increased. This means the marginal value of hiring Indians instead of Americans is diminishing rapidly.
China, a much larger country and with a greater population, still has a huge segment of poor people who would be willing to work for wages that are "good" to them and "cheap" to American companies. Exploitation? That's not my call to make, but I know that China's economy is booming - the fastest in Asia w/ Vietnam in second place. The workers there are building skill sets to meet the demands...China is the new India.

i would say its china for sure...
from all aspect they had improve a lot and maintain a totally hard work about improving their community..
just one example...
china is leading the Olympic games on 2008...
and i read the preparation about it is amazing...
they really dedicated their whole time to plan, build the future for this game...
its just a minor example about it...
and India even is hosting the commonwealth game for i don't when (sorry)
but you can see the preparation about it is far left behind from what china is been doing!!!!
and another example which i cant get it out from my mind is...
the case leading BRAD PITT AND ANGELINA JOLIE living and shooting movie in India...
how poor and immoral the pupil and specially the press there...
and how it can lead to better competition to china if just in the simplest thing they cant accomplish to maintain their dignity??
oh god...
India still have lot of to learn from China, and if i can name one is
"DISCIPLINE"
that's the one India need to be implanted to their country and to their people...

Yours is a sad story. I feel for you. If you truely tried to do things the right way, the legal way for 28 years, then someone needs to step up and help you. The problem is that their are alot of people who have been doing things the wrong way, the illegal way. It is because of this that we need a reformed immigration policy. We need to stream line the process so that those who are trying to go throught the system the right way are helped and those who are illegally here are deported. We need to close our boarders. We need to deal with the people who are already here in a way which is within the confines of the law. Then , after that is done, we need to have a legal immigration policy and a zero tolerance policy towards illegal activity of all kinds including illegal immigration. To the company who you work for, I feel zero sympathy. If they knew you were illegal and hired you anyway, then they need to be fined and fined heavily. I am sorry if that hurts those others who work for that company and are legla, but the law must be followed. That is my opinion for what it is worth.

china, coz the leadership has the will n authority to take non-popular(if the case be) but healthy steps for their economy. 2ndly,they have a larger HR.
the only disadvantage i see is the english barrier but i dont think it'll stand for long...coz money is a universal language too.
