Because more people are recognizing that smoking is bad for you. Our society has accepted and responded accordingly by beginning to ban smoking in restaurants and buildings, and putting out mass smoke out days, etc. However, sex is pretty much still a taboo subject; sex sells and there is so much on television, music and books to support the free sex fests that combat any safe sex and wait for the right one campaigns that are out there.

Lots of men assume that to fulfill women, you have to set a huge effort in to romancing the ladies. For a lot of women this is true. But the great news for guys who are not looking for relationships and just want casual sex together with women is this: many women think exactly do.
Maybe it has something to do with the increased sexualization connected with western society, but modern women tend to be more assertive about expressing his or her sexuality, and are happy to stand up and say "I like sex, I want sex, and I want to get sex! " Not a large number of years ago, a woman who said anything remotely as open as that would have been branded a slut and a whore. The fact is, they would have also been too scared to voice their desires about sex. But today it's significantly different - and much better!

People believe more and more whatever they hear the most. In the past couple decades there has been a lot of coverage that says smoking is harmful whereas there hasn't been as much with casual sex. Hopefully someday people will figure it out that if you take care of your health you will most likely stay in the best shape of your life. When people get STDs and AIDS they will wish that they hadn't done what they did and hopefully people will learn from people's bad choices.

I don't think that people are randomly uptight about smoking. They have probably considered the discourse in health journals and adopted the prevailing attitudes towards smoking.
Casual sex, all said, is a lot less harmful than smoking as precious few strains of STD are actually fatal, and there is simply no such thing as second-hand sex. Although some people might beg to differ with their own experiences. grin.
If you are referring instead to the harm done on the fabric of social morals, then, yes. One may consider sexual promiscuity as a threat to current ideas of monogamic and committed relationships.
I have not heard many divorces filed as a result of smoking habits.
