I need an idea for a gift between £5-£10 and it should be something a little funny. This girl is around 6'3 and that is the only defining characteristic I can think of.

As it's past the holidays I would just forget it and move on. Take it as a note and next year have someone act as elf - who knows who got which person who will officially be able to address the situation if it should come up again. Just know that this person is selfish and should not be left in that kind of position again where they can receive without giving. This year you can mention it, but act like you don't know who it is. Simply say something like "I am not sure I want to participate again, especially since last year I did and was not given anything in return. I didn't make a big deal out of it because it was only a trivial amount but I would hope that no one else will have to go through that kind of embarrassment this year. If so, I'd rather not be a part as it didn't feel good". Then suggest the whole "elf" idea.

I think her being tall is not her only defining charactaristic, she is also a girl, which is the biggest defining charactaristic.
Instead of thinking about a hat to keep the high winds from blowing her hair about, why not consider things that she likes as a woman.
without sounding cliche, consider Perfume, Chocolates, Alcohol, Teddies, Flowers etc.
On a £5 - £10 budget you could even buy more than one of these things and put them in a large gift bag, which costs about £2 from gift shops.
