It depends on your budget. You can go from "Cheapskate" to "Economical, " "Moderate," "Expensive," "Designer," and all prices in-between.
You should keep your specific needs in mind too, as well as your lifestyle. For instance, if you are planning to stay in the apartment for awhile, or if your next step is to buy a home, I would go with good quality, versatile, multi-use pieces in classic desgins. For the upholstered pieces, I suggest neutral, basic colors of classic designs. Nothing overstuffed, or with huge, rolled arms, etc.
The good thing about neutral/classics is that you can change the look by accessorizing with area or accent rugs, pillows, accessories, throws, wall decor, paint color, etc.
If you want to decorate on a shoestring, try yard sales, thrift stores, Salvation Army, etc. You'd be surprised what you can find with some diligent searching. And even more surprising is how little you can spend for a great look...
I once had a living room that I had furnished with "used" pieces - not one thing was purchased brand new. The room was very attractive, and I received many compliments. My upholstered sofa and love seat were in small, subtle woven stripes in shades of ivory, light tans, and beige. Both pieces were $175 from Salvation Army. It was good furniture in great shape.
My glass-topped coffee table and matching end tables - one rectangular in shape; the other, octagonal, were Broyhill. They were in perfect condition and cost $150 for the three pieces at Salvation Army.
I had an accent chair with a curved, woven "caned" back and an upholstered brown cushioned bottom. It was $35 at a thrift store. I put a little peach-colored throw over the arm, and set the chair at an angle, in front of a ficus tree. I had a "can" accent light shining upwards into the tree, and the whole look was lovely.
I used soft rust colors for the accessories, which I picked up here and there for a song.
If thrift store shopping doesn't appeal to you, I suggest basic pieces that can be used in other homes/rooms. For an apartment, I would not go with the cheapest I could find, nor would I invest in top-of-the-line furnishings. Look for sales, or stick with "mid-range" prices.
