you must check from the WEMA Bank Niger if it is true that you win dollars from the Australian Lottery, if correct and there is truth about it, withdraw the amount which you have won, then give it to the poor, those who are indigent . that is a big help to the needy poor people living ;in your country

IT is a SCAM a con FRAUD. send it to your trash can do not send a reply. the rule to follow is if you did not enter a lotto how can you win?
and a genuine lotto will never ask you to pay to get your winnings these scammers want you to hand over bank details or make a small payment in order to claim your winnings.

This is a scam, don't even bother responding to it. I got one from the same scammer saying I had inherited money and even had my last name correct.
