I work in a primary school and my interpretation is
Theres almost a passion about Not Excluding pupils from any subject taught in the curriculum or any of the social activities tha go on in the school. This has a lot to do with behaviour issues although it is actualy meant for children that have difficulties in any area including disabilities.
My personal opinion is that inclusion helps some children, but it is sometimes extremely dfficult and tring to deal with thee children. It is also a tremendous strain on financial resources.
Most of the focus is on the included children and often leaves the average child at the back of the line.

Here's a definition from an ex-teacher:
'Inclusion' is an idea which sounds great in theory, and means allowing (almost) all children to be educated in regular schools and classes, rather than separately. This is cheaper, of course.
In practice, sadly, it means that many lessons are disrupted by outbursts from children whose needs are not being met, and their carers who are struggling to help them. It can also mean, in the worst cases, a child having five years of lessons which they neither understand nor benefit from.
