It is about a land which was colonised.The original inhabitants are shunned and treated as if they just dont exist. Any of the colonisers who consort with them are also outcast. It has in it a man of power who is making a statue of his friend the Dictator (I think) and he is outcast, I thought it was called city of illusions but have found two books of this name that are not this story. It was a truly great story and I would love to refind it.

It's called Wave without A Shore by CJ Cherryh. The colonists literally cannot see the natives, a sort of collective manifestation of their guilt, but visitors can see them and, as you say, a few of the colonists manage to break their cultural conditioning, thus becoming themselves 'invisible' to the others..

The inhabitants that I am aware of that have been mistreated are the Jewish, Aboriginals and the Africans.

Maybe if you mention these three cultures at your bookstore they maybe able to locate the book.
