trying to play youngsters too early is not advised, its like dropping a baby into a 9m deep end of the swimming pool and expecting them to be able to do 100 lengths... its just not going to happen
you have to give people time to develope as a character and play at their age group or give them expering in lower teams first, the people they would have to face have been playing cricket alot longer than them, and have devised plans to get out the best players in the world, or to counter attack the best players in the would, sending in some rookie at the age of 16/7/8 is not going to do their confidence any gd or the team as they are going to be a weak link becuase they lack higher level experince of matchs.

Though opportunities were given for youngsters like Suresh Raina, Dinesh Karthik and Mohd. Kaif, they have miserably failed to prove their talent. Having faced a white wash in ODI series, India can ill aford to experiment with youngsters in Test Matches too. That is the reason why experienced players have been choosen for Test series.

If you are talking about India.
The selectors did their best to try out youngsters and paid heavily.
We kept Zaheer Khan, Anil Kumble, VVS Laxman and Sourav out of ODI for a long time. When all the youngsters failed and had no clue as what to do. Even the selectors at SA were confused, to whom to pick up in the team as a batsman. They had to pick Dinesh Kartikh as a batsman. Finally, Laxman was flown in. They took along with them Anil and zaheer, who were the pick of the bowlers in ODI series. Sourav was called back for test series and proved the worth of experience.

I don't know, their were many young players who came out and made the team but were never given the opportunity to play. For example, Fred Neal, a dynamic bowler who had one of the best-looking spins and played for the Under-19 League for three years catching the eyes of many spectators and coaches. When he made the England national team, they put him on bench and he later moved to South Africa.

Some feel that spectators well not enjoy the game if they can't spot their favorite players, maybe that is why?
