Sounds like a stuck choke or possibly your throttle cable is sticky. Clean your choke and check your cable for gummy residue or possible fraying.

a few things to check: did u use the choke to start it, and did u push the choke all the way in after warm up? a cold engine will have lower rev's than a warm engine if the choke is engaged...to a point. the choke restricts airflow in the carburerator and enrichens the fuel/air mix to make that 1st start easier, and lets the bike warm up quicker.
*choke is off* u say. then ya need to check the gaskets around the carb's. i have 2 bikes; a 1981 yamaha virago, and a '05 harley sportster. the yammy would rev real high after warm up. found that the carb intake boots and gaskets were cracking. problem solved after replacing them.
be advised that running with the choke out when it's not needed will create a different problem. u will carbon foul the plugs. the plugs will look pavement black. it's caused by a too rich of mixture. plugs that foul out will stop the engine from running, cause it to be hard to start, or not start at all.
when the bike is running, squirt a mist of water around the intake boots. if the area suddenly dries, u've got an air leak. replace the boots and gaskets, and problem solved. highly suggested u roll down to the bike shop and pick up a service manual for ur bike. that manual will be ur 'bible' when it comes to bike maintence; from fluid changes, to rebuilding the engine. cheaper to do it urself than pay a shop to do it.

If you are not using the choke to start, then its you're idle speed you need to ajust. Wait until it gets hot then ajust it between 800to 1000 rpm.

Sounds like your choke is either sticking or you arent turning it off.
