Because they're not a part of the statutory criminal justice system. Prison officers, probation officers (both in the prison and the "home" community officer) and of course the courts all have a role to play in ensuring that justice is done: that the sentence given is fair, that it is served as intended, and that the appropriate rehabilitation measures are put in place. Their role is not to support the prisoner as a "client" (although this used to be the role of probation, it has not been for some years) but to protect the public.
Drug workers, however, are outside this system. They may well be able to offer insights into a prisoner's progress, but can't influence the progress of the sentence. Additionally, they may be in a position to see the prisoner as a "client" requiring services in their own right, rather than having to view their work in terms of what it will do to reduce the offender's risk of re-offending or risk of harm.

Having been involved in the causes of crime it is my experience that most people involved in prison rehabilitation work have been completely blinded by their surroundings and in fact are useless.
The only CRAP I continually heard from Drug workers was 'we need to raise more money for drug education'
How much more education do we bloody need all around us we see murders and crime as a result of drugs.
In Singapore and Saudi the facts are known DEAL IN DRUGS and you will be executed.
In the end drugs will cause so much trouble WE WILL HAVE TO DEAL HARSHLY
There is no alternative, it is a policy of 'Wait and see' the chioce is simple anarchy or control

Adopting a non judgemental mindset is realy important. those people have been judged by ability of a lot of people until now you and that they only dont would desire to be judged by ability of everybody else -incredibly somebody who's paid to help them. somewhat a non judgemental mindset is one the place you dont seek for blame or say issues like "no you probably did no longer or that became no longer truthful. In a scientific placing you could in basic terms pay attention and furnish scientific perspectives no longer judgements. additionally acknowledging the human element of people is important.

because they provide treatment that is not related to their "punishment", and that everyone has access to healthcare, not impinged by class/perception/social status.
