baby dick is a term referring to a guy with a small penis, which is an insult to the person who has the small penis. the actual term is micro penis which is the actual condition of having a small penis. hope this helps! :D

Im going to assume it is more of an insult than an actual condition, although it is possible for a grown man to have a very small penis. Hope I helped.
