Sounds like "Over The Edge" (Matt Dillon). Kids from a suburb who feel bored and ignored take over a school during a meeting of their parents.

I thought it was called Wild in the streets but the theme is the same, at the end of the movie there were only 3 kids in the entire town that didn't get sent to juvy. They were standing on a bridge waving as the bus with all their friends went by and that stupid "ooh child" song was playing.

Yes, I think it is "over the edge". It has that song that goes, "oooh, child...things are gonna get easier..." It was really good. And it had that kid sleeping out of sleeping bag somewhere.
