Essentially because the apartments themselves are separated from each other, as opposed to a structure w no formal separation- like a regular townhouse. It's bc the apartments are considered separate entities unto themselves.

The same reason the driveway is a place to park and a parkway is a place to drive. Someone didn't think it out thoroughly.
