If you know a bit about history you would know during the colonization many Spanish and Portugueses migrated to Latin America. And after the colonization many Europeans inmigrated to Latin America untill the half of the XX century, not only from Spain and Portugal, but also from Italy, Germany, Poland and former Yugoslavia. Contrary to the popular belief there are still lots of unmixed or relativily unmixed whites in Latin America, specially in Uruguay and Argentina, where whites are the majority.
I'll give some examples to you: (some are man, but just to prove that there are natural blond and blue-eyed or green-eyed people in Latin America).

I could go on... Obviously you don't see many white Latin Americans in the US because our enmigrants are obviously the poorest Latin Americans, and white Latin Americans aren't poor, so we don't emmigrate.
By the way I'm a white Latin America, but I have brown hair and eyes.

Blonde hair and green eyes. Everyone is like oh blonde haired people with blue eyes are like perfect, they're so gorgeous let's just go and make them queen, they're so perfectly great. Okay maybe not as bad, but blonde + green is a nice combo (: If you want to make your eyes look nicer just wear some mascara and goldy eyeshadow which will give a nice contrast with the green and brown in your eyes.

Actually it can all depend on the family makeup and gene pool. My family is black, but we have some red haired folks running around with green or grey eyes. We have irish in our family blood. It's weird and very unusual, even when I see them my first thought is "you've gotta be kidding me." A red afro is just hilarious to me. But yes, they can exist. You have to take into the account that basically everyone is mixed and in some cases, thank goodness for those great boxes of hair dye.

Yes !!!! They do but generally they are rich ! I was born and raised in Puerto Rico and I went to a catholic private school here in PR almost everyone in private schools have lighter skin than ppl in public school and i 4 one am very fair skinned ( my grandparents are from Spain) with dark hair and blue eyes but If got allot of friends with blonde hair and light eyes too. The reason that in America you don't see us is very simple we don't have to move to have a better life so most of us stay in our countries. Oh and in Argentina specially ull find that everyone(almost) has light eyes and fair skin since most of them come from German or Italian families.

Yes they exist!!
Latin America would be heaven on earth with all the beautiful ladies
but with all the corrupt governments that they have they've all become third world countries.

Yep! You're most likely to find them in Argentina, but they're around other parts of central and south America, too. And if you include Spain (even though they're white, lol), there's a bunch.
It depends on where you're from and what your genes are, not just necesarily the race.
P.S. - I think Shakira looks better with her hair dark! lol.

I don't know about the particular people you are talking about, but yes, they do exist! Not all Hispanics have dark hair and brown eyes. That is a false assumption by many people.

There are probably 1percent that are blond blue or green eyed
Latin American women. Aztec women are from Mexico, so
the majority of them have Indian blood; that is what an
Aztec is. They are from Mexico. The 1 percent have
white blood because of the Spaniards, but many women
today dye their hair.
